I’m pretty sure he was just being rhetorical here, but if anyone is actually confused about this, here’s a quick overview. World Championship Wrestling (the program) at this point was basically an amalgamation of a few different NWA territories, all of which were now owned and operated by Jim Crockett Promotions. The primary ones were the Mid-Atlantic territory and the Georgia territory. So although JCP was supposed to be a “national” company, in reality they had to do a lot of individual shows for each territory, and they all had their own top title. Georgia had the National title, Mid-Atlantic had the Mid-Atlantic title, Florida had the Florida title, etc. So if you wanted to run a spot show in Georgia and needed a main event, you’d send National champion Terry Taylor out there, for example. By early 1986, Crockett and Dusty were pretty much just promoting as one company anyway, so some titles (like the National tag titles and the Mid-Atlantic heavyweight title) just kind of disappeared without explanation, and others (like the National heavyweight title) were unified into Crockett’s bigger belts. \
But yes, essentially what they were doing was like having the ECW World title defended on RAW every week, and it got stupid fast, which is why the title implosion of 1986 happened.
